Development and validation of a model for evaluating teleconsultations in clinical-care support and the regulation of access to medical specialties within the Unified Health System

eConsult is a digital health strategy that supports clinical-assistance, strengthens Primary Health Care (PHC), and
contributes to the regulation of access to specialized care within the Brazilian Unified Health System (SUS). This study aimed to present an evaluative model for eConsults used to support clinical care and integrated into the referral regulation process for specialized care in the SUS. This is an evaluative study. The model was developed through document analysis, literature review, and the construction of a Theoretical-Logical Model and an Analysis and Judgment Matrix. Content validation was conducted
with eight experts through a consensus conference, followed by two pilot tests. The consensus conference resulted in refinements to the measures, while the pilot tests confirmed the applicability of the model and supported the reorganization of its indicators.
The final version comprised two analytical dimensions, six indicators, and twelve measures, with judgment parameters classified as good, regular and bad. The proposed model underwent initial content validation and provides a framework for assessing the quality of eConsult responses. Further studies are needed to evaluate its reliability, construct validity, criterion validity, and external applicability
