Abstract

Since the period of redemocratization and implementation of their universal health systems, Brazil and Portugal have traced similar paths in the construction of a Primary Health Care (PHC) model.
This study aims to identify and compare the characteristics of health practices within the scope of PHC in the universal health systems of Brazil and Portugal that contributes to the realization of the principle of integrality. The methodology used was that of comparative analysis, through scooping review. It was possible to identify the different forms of investment and organization of health offers, as well as elements that can favor the interchange of experiences between countries and the improvement of the Brazilian health system.
