Regional inequality in public dentistry in the state of São Paulo: Analysis of vacancies and remuneration

Abstract

This study aimed to analyze the distribution of vacancies for dental surgeons in the public service of the state of São Paulo in 2023, and its relationship with municipalities covered by the state program ‘Sorria São Paulo’. This is a cross-sectional, descriptive, and exploratory study that analyzed 138 public tender and selection process notices, totaling 268 vacancies. To analyze associations between variables, the chi-square test and Odds Ratio (OR) with 95% confidence intervals were used (p < 0.05). Of the notices, 59% were from municipalities participating in the program; however, they offered lower remuneration. Other aspects showing statistically significant associations included reserve lists, general practitioner contracts, specific vacancies for the Family Health Strategy, and primary health care coverage above 70%. A concentration of vacancies and higher salaries was observed in metropolitan regions, although salaries remained below the minimum wage established by Law No. 3.999/1961. The program may have contributed to improving the distribution of opportunities in Primary Health Care. However, it lacks immediate-start vacancies and demonstrates insufficient remuneration to retain professionals in less favored regions. The study highlights regional inequalities in vacancies distribution and remuneration, emphasizing the need for policies that promote equitable and high-quality dental care.
